MANILA, Philippines — The Senate is now planning to hold an investigation on the sudden surge in fees of Transportation Network Vehicle Services (TNVS), including Grab Philippines amid concerns from consumers. 

This development follows numerous complaints from TNVS consumers on social media about difficulties in booking rides and steep surge fees as the Christmas rush intensifies.

Sen. Raffy Tulfo said Monday that several concerns have reached his office regarding the fees imposed by these TNVS companies amid the holiday season.

“Maraming reklamo ang nakarating sa akin mula sa mga pasaherong gumagamit ng Grab na ayon sa kanila, kasama sa sinisingil na pasahe ng nasabing ride hailing application ang napakalaking surge fee,” he said.

The Senate has sought clarification from the Land Transportation Franchising and Regulatory Board regarding actions taken on surge fee concerns.  

The LTFRB has reported that it has conducted a series of hearings in response to commuter complaints and is in the process of preparing a draft resolution to address the issue.

This resolution will outline the LTFRB’s findings and specify potential sanctions for violators, particularly those failing to comply with the fare rates for TNVS as outlined in Memorandum Circular No. 2019-036.

Regarding potential sanctions for transport network companies that violate fare rates, the LTFRB said that penalties could include fines, suspension, or even the cancellation of their franchise, in accordance with Joint Administrative Order No. 2014-01.

As chairperson of the Senate Committee on Public Services, Tulfo is set to file a Senate Resolution aimed at a thorough investigation of the issue, along with other commuter concerns related to TNVS operators, especially Grab.
