MANILA, Philippines – The National Bureau of Investigation filed fresh cases anew against dismissed Bamban town Mayor Alice Guo, this time involving members of her family for allegedly faking citizenship to get their way into purchasing farmland in Mangatarem, Pangasinan.
The NBI submitted a complaint to the Department of Justice Tuesday, December 17, accusing the ex-mayor, her reported siblings Shiela and Siemen and parents Jiang Zhong Guo (father) and Lin Wenyi (mother) of falsification due to alleged fabricated articles of incorporation and violations of the Anti-Dummy Law.
NBI spokesperson Ferdinand Lavin said the charges were filed because the Guo family bought the property with a citizenship highly in question.
“They have falsified the articles of incorporation, the secretary certificate, and the general information sheet,” Lavin said.
“They misrepresented themselves as Filipino citizens when the NBI was able to sufficiently establish that they are Chinese citizens based on forensic examination of the fingerprints appearing in various documents,” he said.
Citizenship in question
Guo hogged headlines earlier this year because of congressional hearings into her alleged involvement in POGO operations that also quickly led to the discovery of irregularities in her and her family’s citizenship.
A fingerprint analysis done by the NBI on her and Chinese national Guo Hua Ping revealed matching results suggesting they are one and the same.
Under the Constitution, foreigners are not allowed to own land in the Philippines.
“They misrepresented themselves as Filipino citizens, [but then] the NBI was able to sufficiently establish that they are Chinese citizens,” Lavin said.
“They pretended to be Filipinos so they could enjoy the privileges of a Filipino corporation,” he said.
Republika News has reached out to Guo’s legal counsel Stephen David but there has been no response yet as of writing.
Guo, who is currently detained at the Pasig City jail is facing multiple legal battles including charges for human trafficking, money laundering, tax evasion, graft and corruption and citizenship questions.
Just last December 5, Guo pleaded “not guilty” of material misrepresentation to a Capas, Tarlac Regional Trial Court.
