MANILA, Philippines – National Bureau of Investigation (NBI) Director Jaime Santiago finally answered back, refuting claims by the camp of alleged Chinese spy Deng Yuanqing that the information obtained by the government about him were all wrong. 

Last January 27, Noemi, the wife of Deng, held a press conference disputing claims that her husband is a spy after being arrested in Makati City last January 17 for supposed espionage activities in Luzon. 

Their camp defended Deng as only a contractor for driverless cars, not a graduate of the People’s Liberation Army University of Science and Technology (PLAUST) in Nanjing China, equipment intercepted from him were only for navigation of autonomous vehicles available on e-commerce sites and does not have any connection to international groups or individuals doing illegal activities. 

Noemi also claimed that her husband was beaten in the head and that the NBI is denying the Embassy of the People’s Republic of China in the Philippines a consular visit to Deng.  

Deng a PLAUST graduate 

Santiago showed the media that by mere open source intelligence, Deng’s background as a PLAUST graduate is quickly revealed. 

“Ayan makikita na he is really a graduate of People’s Liberation Army University in Nanjing, China. Open source po ‘yan hindi po namin ‘yan ginather na kami-kami lang. Kahit kayo pwede ninyong buksan ang inyong mga cellphone, makita niyo ‘yan,” he said. 

NOT tortured 

There is also no truth, according to Santiago, that Deng was tortured or even beaten at any point. 

“Ayan po ang litrato niya, pinakunan ko aga ng litrato, wala pong isang bahid ng sugat,” he said. 

“Hindi po namin tinotorture ‘yan, we have a scientific way of knowing the truth, we have a scientific way of investigating a crime hindi po kami gumagamit dito ng scientepok method,” he said. 

NO license as surveyor 

As for Deng only working as a surveyor of autonomous cars, Santiago only had this to ask. 

“Anong company ba ‘yan ba’t hindi nila masabi. Puro ‘daw,’ puro ‘daw,’ asan na ‘yung company na ‘yun?” he said.

He also raised points on the validity of Deng being a supposed surveyor after failure to present a license. 

“That company, licensed ba ‘yan sa Philippines? Itong si Deng Yuanqing licensed ba siya as surveyor? Remember that we have laws here na bago ka makapag practice ng profession you must be licensed,” he said. 

“He cannot show us anything about ‘yung pag-li-license nila,” he said. 

Equipment were military-grade, not available in e-commerce sites 

Santiago agreed that certain models of the equipment intercepted from Deng were indeed available on e-commerce sites, but these were commercial-grade. 

The ones confiscated from Deng were high-powered, military-grade devices that are not available online or in any marketplace in the Philippines.

“Sinasabi din nila na ‘yung mga ICT (Information and Communication Technology) equipment, ‘yung mga gadgets na nakuha, pinakita namin sa inyo ay mabibili lamang sa Lazada at saka sa Shopee,” he said. 

“Totoo po ‘yun pero ‘yung mabibili ninyo sa Shopee at Lazada ay ‘yung mga commercial grade pang-ordinaryo lamang.

Among the equipment seized was a long range, high resolution Light Detection and Ranging (Lidar) gadget.

“Ang model po niyan ay 8012A, ‘yan po a military-grade at hindi available sa Lazada at any market here in the Philippines,” he said.

According to Santiago, the lidar model is manufactured by Hesai, a publicly listed company in China engaged in the development and sales of lidar products and sensors.
