MANILA, Philippines — The Department of the Interior and Local Government (DILG) denounced what it described as a “malicious” attempt to discredit the government and the Philippine National Police (PNP) through the circulation of a spliced video falsely claiming that police and military personnel are now allowed to use illegal drugs.

The video, posted by the X (formerly Twitter) user Dalagang Pilipina (@fierceLady08) on January 9, 2025, carried the caption: “Malaya at Legal na gumamit ng Droga ang PNP at AFP only in the Philippines sa Bagong Pilipinas ni Marcos Jr.” 

It was edited to mislead viewers into believing that PNP and Armed Forces of the Philippines (AFP) personnel are exempt from mandatory drug and neuropsychological testing, according to DILG Secretary Jonvic Remulla

“The caption is downright malicious and discredits not only the police organization but also the Office of the President,” he said in a statement Monday.

The agency clarified that the exemption being referred to applies only to police personnel applying for a new or renewed license to own and possess firearms. 

This exemption, it said, is granted because PNP officers already undergo “regular and comprehensive drug and neuropsychological testing” as part of their service.

These tests include annual screenings and mandatory assessments during specialized courses and training, the DILG added.

“Given the thorough evaluations and strict monitoring they are subjected to, requiring another round of drug testing would be redundant and counterproductive, as it undermines the PNP’s efforts to streamline the process, improve operational efficiency, and reduce unnecessary procedural burdens,” the agency said.

The DILG also warned against spreading false and misleading information that could harm the integrity of the PNP and the government.

“We will not allow individuals or groups to malign the name and integrity of the PNP and the government,” it said.

The agency urged the public to be “responsible” when using social media, adding that it is important to ensure that shared content is “truthful and accurate.”
