MANILA, Philippines — A lawmaker is calling for better accessibility in the public transport system to help persons with disabilities (PWDs) participate more actively in their communities and access essential services.

While Senator Win Gatchalian has raised concerns about the misuse of fake PWD identification cards, he also said that it is important to ensure that “genuine” PWDs receive the benefits intended for them, particularly in transportation.

“My office has been receiving numerous complaints from PWDs who struggle to access public transportation,” Gatchalian said. 

He noted that some PWDs encounter difficulties with ramps and other infrastructure meant to assist their mobility.

“Madalas hindi raw sila nakakasakay ng MRT o LRT lalo na kung sira ang escalator o elevator na magdadala sa kanila papunta sa platform. Pati raw sa mga jeep, minsan hindi sila naisasakay dahil mabagal silang kilos,” he said.

Gatchalian ordered that the Department of Transportation (DOTr) adopt design standards that ensure accessibility in both existing and future transport systems. 

He also encouraged Local Government Units (LGUs) to implement policies that make urban areas more PWD-friendly.

Gatchalian pointed out that despite the passage of Republic Act 7277, or the Magna Carta for Disabled Persons, nearly 30 years ago, PWDs continue to encounter challenges in accessing public transport and infrastructure. 

He highlighted the importance of ensuring these rights are upheld.

“The Magna Carta for PWDs should be fully and effectively implemented, not only for the benefit of PWDs but also for the elderly, parents with young children, pregnant women, and others who face physical challenges in accessing public transport systems,” he said.

“Without proper access to public transport, PWDs would struggle to access essential services like education and healthcare, which are vital for them to live meaningful lives,” he added.

According to the National Council on Disability Affairs, there are 1.9 million registered PWDs in the country as of January 8 this year.
