MANILA, Philippines – The Civil Service Commission (CSC) has reminded government employees to maintain political neutrality and avoid engaging in partisan political activities as the May 2025 elections approach.

Citing Joint Circular No. 1, s. 2016, issued with the Commission on Elections (COMELEC), the CSC outlined strict prohibitions, including forming campaign groups, attending political rallies, endorsing candidates through speeches or media appearances, and using government resources for political purposes. 

Even wearing campaign-related shirts, pins, or accessories is not allowed unless authorized by COMELEC.

These rules apply to all government employees—whether regular, contractual, or on leave—including those in agencies, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), and uniformed personnel from the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP). 

Violators risk suspension for a first offense and dismissal for a second, it said.

The CSC also noted that political activities on social media are not exempt, warning employees against posting, sharing, or commenting in support of or against candidates.

 The use of government-issued devices for political discussions is also prohibited.

With the campaign period nearing, the CSC urged government workers to remain professional and mindful of their responsibilities, both online and offline.
