
MANILA, Philippines — The Department of Migrant Workers (DMW) on Tuesday said a surprise inspection at recruitment agencies in Gedisco Center, Malate, Manila led to the arrest of a suspected illegal recruiter and the suspension of two agencies for regulatory violations.
The inspection, conducted on May 26 and led by Migrant Workers Secretary Hans Leo J. Cacdac, resulted in the immediate suspension of Femex Recruitment Agency and Superred Manpower Services.
DMW inspectors and investigators found both agencies employing unregistered personnel and operating an unregistered accommodation facility.
An overseas Filipino worker (OFW) illegally recruited through Facebook was also rescued during the inspection. The DMW said the OFW will receive training, employment facilitation services, and possible financial assistance.
The suspected illegal recruiter was caught conducting recruitment activities without being registered as an employee of the agency.
Secretary Cacdac also ordered further investigation into the “kabit system,” a scheme where licensed agencies partner with unlicensed recruiters.
“May isa naman doon nag-a-apply, nirefer siya ng illegal sa labas, isang form ng ‘kabit system.’ Posibleng may opisina doon, o dili kaya nire-refer niya, kaya kasabwat ang legal ng illegal,” Cacdac said.
He also reminded agencies that recruitment activities must only be conducted within registered offices or official branches.
While violations were noted, the DMW also observed good practices in some agencies, including the presence of Welfare Officers assisting OFWs and their families.
The agency said it will continue to ensure compliance with DMW rules and protect migrant workers.
