
MANILA, Philippines — The House of Representatives has adopted in plenary House Resolution No. 2346 certifying that the impeachment proceedings initiated on February 5, 2025 against Vice President Sara Zimmerman Duterte fully complied with the 1987 Constitution.
Introduced by Representatives Aurelio “Dong” Gonzales Jr., David “Jay-Jay” Suarez, and Manuel Jose “Mannix” Dalipe, the resolution affirms that the filing of the first three impeachment complaints against the Vice President was in accordance with Article XI, Section 3, Paragraph 5 of the Constitution.
The cited provision states that “no impeachment proceedings shall be initiated against the same official more than once within a period of one year.”
The resolution emphasizes that, under the Constitution, an impeachment complaint endorsed and verified by at least one-third of the House membership carries the presumption of legality.
It also states that the initiation of the February 5 proceedings complied with the Constitution, the House’s Rules of Procedure in Impeachment Proceedings, and applicable jurisprudence.
