MANILA, Philippines — The Department of Social Welfare and Development (DSWD) on Friday denounced as “inhumane” the physical abuse inflicted on a person with disability (PWD) aboard a public bus, as shown in a viral video circulating on social media.

DSWD Crisis Intervention Program Director Edwin Morata said the department is committed to providing assistance to the victim and ensuring that those responsible are held accountable.

“Violence inflicted against a person with disability is inhumane and must be dealt with by the law,” the agency said in a statement.

Morata emphasized the cruelty of the incident, citing the video footage that showed the victim visibly distressed while being beaten by multiple individuals.

“Walang anumang excuse ang ginawa nilang pambubugbog sa nakikita naman nilang person with disability at alam nilang nangangailangan ng unawa. Hindi makatao ang gawaing ganun. Hindi lang isa, tinadyakan, sinusuntok pagkatapos ay inelectrocute pa,” Morata said.

The DSWD did not disclose the identity of the victim but vowed to extend full support through its Crisis Intervention Program.

An investigation into the incident is ongoing.
