
MANILA, Philippines — The Department of Justice (DOJ) has found probable cause to charge Chinese national Gong Wen Li, also known as “Kelly,” for the crime of Kidnapping for Ransom with Homicide in connection with the killing of businessman Congyuan Guo, alias Anson Que, and his driver Armanie Pabillo.
In a press statement on Wednesday, the DOJ said it has directed the filing of two criminal Informations before the court against Gong following the completion of its preliminary investigation. The department cited the presence of prima facie evidence showing a reasonable certainty of conviction.
Meanwhile, Anson Que’s son, Alvin Que, has been cleared of any involvement in the case due to lack of evidence, the DOJ added.
Guo and Pabillo were last seen on March 29, 2025, on board a black Lexus van en route to Parañaque City. That same day, the family received ransom demands, but despite payments, both victims were later found dead in Rodriguez, Rizal. Their van was also recovered abandoned.
Apart from Gong, the DOJ recommended that respondents Yuan Haohua, Yuan Fanquiang, and Lee Hsiao Ting be referred to the Philippine National Police Anti-Cybercrime Group for further investigation over possible violations of the Anti-Financial Account Scamming Act (AFASA).
The DOJ clarified that its resolution is not a declaration of guilt, but a finding that warrants the filing of charges and the conduct of a full trial.
Justice Secretary Jesus Crispin “Boying” Remulla assured the public of the department’s commitment to impartiality. “As stewards of justice, we are bound not by pressure or presumption, but by evidence, law, and the enduring principles of fairness and due process,” he said.
