MANILA, Philippines — The Department of Energy (DOE) on Wednesday said it expects a significant increase in household investments in rooftop solar energy once the Energy Regulatory Commission (ERC) releases its long-awaited rules by the third quarter of 2025.

“Once ERC releases rules on rooftop solar, the investments are expected to increase,” said DOE Undersecretary Dr. Rowena Cristina Guevara during a media briefing.

Guevara noted that current satellite data reveals only a small portion of buildings in the Philippines are equipped with solar rooftops, despite the country’s high solar potential.

“Our dream is to be like Australia,” she added, pointing out that although the Philippines has a much larger population — estimated at 118 million in 2024 — compared to Australia’s 27.4 million, Australia processes about 450,000 rooftop solar applications annually.

“In Australia, rooftop solar units have become like a big power generator,” Guevara said.

With the release of the new ERC guidelines, the DOE anticipates a surge in applications, especially from households and industrial zones. Guevara confirmed that numerous proposals have already been received, including several large-scale rooftop projects awaiting regulatory clarity.

While some households and businesses have already installed rooftop solar systems, the DOE believes the forthcoming rules will unlock bigger investments, particularly from industrial players, and accelerate the country’s transition to renewable energy.

The ERC’s policy framework is expected to provide clearer guidelines on installation, grid integration, and incentives, making it easier for consumers and businesses to shift to solar power. (PNA)
