MANILA, Philippines — The Commission on Elections (Comelec) has lifted the suspension on the proclamation of outgoing Marikina City Mayor Marcelino “Marcy” Teodoro, affirming his victory as the duly elected representative of the city’s first congressional district.

In a 38-page resolution promulgated Wednesday, the Comelec en banc reversed the earlier ruling of its First Division, which had ordered a suspension of Teodoro’s proclamation over allegations of material misrepresentation regarding his residency in his certificate of candidacy (COC).

The Comelec granted Teodoro’s consolidated motions for reconsideration, effectively reinstating his COC and allowing him to assume the post.

“There is nothing wrong with respondent’s flip-flopping transfer of voter registration,” the ruling stated, citing Aquino v. Comelec, where the Supreme Court held that a candidate may change residences for election purposes as long as the change is done in good faith and within the required period.

The commission emphasized that Teodoro is not a stranger to Marikina’s first district, calling it his “domicile of origin.”

“It is undisputed that Teodoro is neither a stranger nor a newcomer in Marikina’s first district,” the resolution added.

The Comelec lifted the suspension order dated May 12, 2025, and reinstated Teodoro’s candidacy, clearing the way for his official proclamation as the district’s new congressman.

The petitions seeking to cancel his COC were filed by two parties, including Senate Minority Leader Aquilino “Koko” Pimentel III, who contested Teodoro’s residency claim.
