
MANILA, Philippines — A low-pressure area west of Calayan, Cagayan has intensified into a tropical depression and was named Bising, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 5 a.m. bulletin Friday.
As of 4 a.m., Bising was located 200 kilometers west-northwest of Calayan, Cagayan and was moving southwestward at 20 kph. It carries maximum sustained winds of 45 kph near the center and gusts of up to 55 kph.
Tropical Cyclone Wind Signal No. 1 has been raised over the western portion of the Babuyan Islands (Calayan and Dalupiri) and the northwestern portion of Ilocos Norte (Pagudpud, Bangui, Burgos, Pasuquin, and Dumalneg), where minimal to minor impacts from strong winds are expected.
Rough sea conditions will prevail across the western seaboards of the Babuyan Islands, prompting PAGASA to advise mariners of small seacraft and motorbancas not to venture out to sea.
PAGASA said Bising is forecast to exit the Philippine Area of Responsibility (PAR) within the day, but may re-enter the western boundary of PAR by Sunday.

Elementary to Grade 12 (public and private):
- Cavite
- Pampanga: Macabebe (face-to-face only)
Pre-school to Grade 12 (public and private):
- Dagupan City (face-to-face only)
Pre-school to elementary (public and private):
- La Union: Bauang
