
MANILA, Philippines — The Department of Migrant Workers (DMW) on Thursday reiterated its call for shipowners and licensed manning agencies (LMAs) to avoid high-risk, war-like zones, particularly the Red Sea and Gulf of Aden, following recent attacks in the region.
The agency stressed that the call is in line with President Ferdinand R. Marcos Jr.’s directive to ensure the safety and security of Filipino seafarers.
“We asked shipowners carrying Filipino seafarers to please divert your voyagers. It is not enough to just say, we are taking the necessary safety precautions, the best way to spare our seafarers is to avoid the Red Sea and Gulf of Aden,” said Migrant Workers Secretary Hans Leo J. Cacdac.
Cacdac cited key provisions of Department Order No. 1, Series of 2024, which outlines protocols for the protection of Filipino seafarers amid increasing threats of hijacking and armed violence in the affected waters.
He also reminded shipowners and LMAs to report the scheduled passage of vessels carrying Filipino crew through the DMW’s welfare monitoring system. These reports must include deployment information and notice of any planned transits through the Red Sea or Gulf of Aden.
“Failure to report such a significant event will result in the imposition of sanctions under the DMW rules and regulations upon the manning agent and the principal,” Cacdac warned. “The Department will not hesitate to take firm and lawful action against those who compromise the safety of our seafarers. We owe them protection, not promises.”
The DMW said it continues to monitor the situation and is coordinating with relevant agencies to support Filipino seafarers and their families. The department has already contacted affected families through phone calls and Zoom meetings to provide updates and assistance.
“President Marcos has directed us to take a people-first approach—to make sure every Filipino seafarer is accounted for and that their families are given the attention and care they deserve,” Cacdac said.
