MANILA – The Department of Agriculture (DA) has ordered the immediate mobilization of its agencies to assist farmers and fisherfolk affected by Tropical Storm Crising, which has been further intensified by the Southwest Monsoon.

“We must act without delay—weather permitting—to ease the suffering of our farmers and fisherfolk,” said Agriculture Undersecretary for Operations Roger Navarro, who is also the department’s officer-in-charge.

Preliminary estimates place the damage at around ₱53 million across Western Visayas and Region IV-B, which covers Mindoro, Marinduque, Romblon, and Palawan. At least 2,099 farmers managing over 2,400 hectares of agricultural land have been affected. Officials emphasized that the figure is still undergoing validation.

Flooding has submerged fields planted with rice, corn, and other high-value crops. Losses have also been reported in poultry and livestock operations, while damage assessments in the fisheries sector are ongoing.

Even the National Food Authority (NFA) warehouse in Mindoro sustained flooding, but NFA Administrator Larry Lacson said rice distribution to affected areas is already underway. In Palawan alone, 500 sacks have been delivered to local government units and national agencies.

Meanwhile, Jovy Bernabe, president of the Philippine Crop Insurance Corporation (PCIC), announced a rapid assessment of the affected areas to expedite insurance claims for covered farmers.

“The PCIC has instructed its personnel to extend full assistance to affected farmers and expedite the processing of their damage claims,” Bernabe said.

In addition to PCIC indemnification, the DA may also provide further assistance, including agricultural inputs such as seeds, livestock, and biologics; rehabilitation support under the Quick Response Fund; and zero-interest loans of up to ₱25,000 through the SURE Loan Program, payable within three years.
