
MANILA—Classes at all levels will be suspended on Thursday, July 24, 2025, in more than 30 provinces and cities due to the southwest monsoon (habagat) enhanced by tropical storms, based on Memorandum Circular No. 91 issued by Malacañang.
The areas covered by the suspension are:
Zambales, Pangasinan, La Union, Ilocos Norte, Ilocos Sur, Abra, Benguet, Tarlac, Pampanga, Bataan, Bulacan, Cavite, Batangas, Occidental Mindoro, Apayao, Kalinga, Mountain Province, Ifugao, Nueva Vizcaya, Nueva Ecija, Rizal, Metro Manila, Laguna, Quezon, Marinduque, Oriental Mindoro, Romblon, Palawan, Cagayan, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Antique, and Iloilo.
Government offices in the affected areas that are responsible for delivering basic and vital services—including health, disaster preparedness, and emergency response—must remain fully operational to ensure the continued delivery of essential functions.
Meanwhile, government employees not involved in frontline services are not required to report physically to work. Heads of agencies may implement alternative work arrangements as necessary.
Localized suspension of classes and work in government offices in other areas may be declared by the respective local chief executives, depending on the situation in their jurisdiction.
Private sector offices and companies are given the discretion to suspend work or implement flexible work arrangements.
