MANILA – Interior and Local Government Secretary Jonvic Remulla has been authorized by Malacañang to announce class and work suspensions during inclement weather and disasters, based on recommendations from the National Disaster Risk Reduction and Management Council (NDRRMC).

Presidential Communications Office Secretary Dave Gomez confirmed the directive, saying Remulla has been “authorized to make announcements on behalf of the Cabinet and the Palace” during national emergencies.

As NDRRMC Vice Chairperson for Disaster Preparedness, Remulla assured that announcements will be made at least a night before, consistent with the policy he followed during his time as Cavite governor.

On July 21, Remulla, through the Department of the Interior and Local Government’s (DILG) official Facebook page, declared a suspension of classes in all levels and work in government offices across several areas for July 22, citing heavy rains brought by the southwest monsoon. The declaration was based on recommendations from the Office of Civil Defense and other Cabinet officials.

Remulla also warned of continuous rains and the risk of landslides in affected areas until Thursday.

The DILG clarified that while the authority to declare suspensions has been delegated to Remulla, the Department of Education (DepEd) and local government units (LGUs) may still issue their own declarations based on local conditions.

In Laguna, Governor Sol Aragones issued a province-wide class suspension in both public and private schools following an Orange Rainfall Advisory from PAGASA, despite the province not being part of Remulla’s initial list.

The DILG reminded the public to remain vigilant, follow official government advisories, and prioritize safety during weather disturbances.
