MANILA, Philippines — The Department of Agrarian Reform (DAR) is eyeing to distribute between 300,000 and 400,000 certificates of land ownership awards (CLOAs) and e-titles to agrarian reform beneficiaries by the end of 2025.

DAR Secretary Conrado Estrella III made the announcement during the post-State of the Nation Address (SONA) discussions with Cabinet officials in San Juan City on Tuesday. He said the initiative supports President Ferdinand R. Marcos Jr.’s goal of empowering farmers through land ownership.

“Itong taon na ito, sa palagay ko, ang aming trajectory will be about 300,000 to 400,000 na mga titulo na ang tagal-tagal pong hinintay ng ating mga magsasaka,” Estrella said.

The CLOA serves as legal proof of land ownership under the agrarian reform program and can be used as collateral for agricultural loans or other forms of financial assistance. Estrella noted that many farmers have waited 15 to 30 years for their land titles.

He also highlighted the increase in distributed land titles under Marcos’ administration. From July to December 2022, the DAR distributed more than 26,000 titles — a figure that previously took a year and a half to accomplish. In 2023, over 50,000 land titles were released, which doubled to 100,000 in 2024.

Estrella said the President has directed the DAR to intensify its efforts to ensure farmers receive the land they are entitled to, as part of the government’s broader push to improve the lives of Filipinos.
