
MANILA — The Philippine Statistics Authority (PSA) called on Filipinos affected by recent typhoons to use their National ID in applying for and claiming government calamity assistance, emphasizing its role in streamlining aid distribution and ensuring efficient identity verification.
“The National ID, as a foundational ID, is designed to serve as a valid proof of identification, providing access to essential government services, especially in times of crisis,” said PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General. “It shall help Filipinos affected by the onslaught of multiple typhoons to recover and rebuild.”
Mapa also highlighted the system’s interoperability and its ability to integrate with services of government agencies, which helps fast-track aid and eliminates duplication in beneficiary records.
In disaster-affected areas, National ID holders may use the card to apply for cash assistance under programs such as the Department of Social Welfare and Development’s Assistance to Individuals in Crisis Situation (AICS) and Ayuda sa Kapos ang Kita Program (AKAP). Both programs are linked to the agency’s Dx-CLOUD system—a National ID-integrated platform for validating beneficiaries and tracking aid disbursements.
The National ID is also accepted for calamity loan applications or requests for amortization moratoriums with the Department of Human Settlements and Urban Development (DHSUD) and its attached agencies: the Social Housing Finance Corporation (SHFC), National Housing Authority (NHA), and National Home Mortgage Finance Corporation (NHMFC).
Members of the Pag-IBIG Fund may use the National ID as a supporting document when applying for emergency loans and housing loan insurance claims due to material damage.
Meanwhile, small business owners in State of Calamity areas may access Enterprise Rehabilitation Financing via the SBCorp Money app, where the National ID is used for account creation and authentication. The facility provides up to ₱300,000 in loans with a one-year interest-free term and a grace period for payments.
Assistant Secretary Rosalinda P. Bautista, Deputy National Statistician of the PhilSys Registry Office (PRO), urged government and private institutions to recognize and integrate with the National ID system.
“Through the PSA’s efforts towards establishing use cases and integration, we are now seeing how the National ID can help Filipinos in times of calamities,” she said. “The PSA urges other institutions to onboard with the National ID system to fast-track delivery of assistance to our kababayans.”
