MANILA — President Ferdinand R. Marcos Jr. will support the creation of a constitutional convention (ConCon) if its purpose is to address ambiguities in the 1987 Constitution, Malacañang said Tuesday.

“Kung ito naman po ay ikagaganda at ikaliliwanag para hindi na mabutasan ang anumang probisyon dito sa Constitution, hindi naman po ito tututulan ng Pangulo (If this is to enhance and clarify so that no provision in the Constitution is violated, the President will not oppose it),” Palace Press Officer Claire Castro said in a press briefing.

Her statement came after Deputy Speaker and National Unity Party chairperson Ronaldo Puno called for a ConCon to conduct a comprehensive review of the charter, aiming to “complete and correct” it rather than replace it entirely. Puno stressed that a ConCon offers “singularity of purpose” in introducing reforms.

Castro clarified that Marcos and Malacañang have yet to take an official stance pending full details of the proposal. However, she acknowledged that some provisions of the 1987 Constitution remain vague, which can sometimes be exploited to favor certain individuals.

“May mga pagkakataon lamang po sigurong kahit maliwanag ang ibang mga definition or mga term ay minsan napapalabo para merong mapaboran (There are probably only instances when even clear definitions or terms are sometimes blurred to favor someone),” she said.

A ConCon is one of three ways to amend the Constitution, with delegates elected from each district to propose revisions. The other two methods are a constituent assembly and a people’s initiative. (PNA)
