
MANILA – The Department of Education (DepEd) and the Department of Transportation (DOTr) will jointly implement a 50 percent fare discount for students riding the MRT and LRT until 2028.
Education Secretary Sonny Angara expressed full support for the initiative, saying it will ease the financial burden of families and provide students with more opportunities.
“Kapag nakakatipid ng pamasahe ang isang pamilya, mas maraming oportunidad para magamit ito para sa mga aklat at educational tool na kailangan nila. Malaking ginhawa ito para sa ating mga estudyante,” Angara said.
President Marcos earlier announced in his 2025 State of the Nation Address that the 20 percent fare discount previously given to students, senior citizens, and persons with disabilities (PWDs) has been doubled to 50 percent.
The program covers learners from kindergarten to graduate school, as well as students under the Alternative Learning System (ALS) and Special Education (SPED). The discount applies to every train ride with no daily or monthly limit.
DOTr said all rail lines in Metro Manila are already implementing the discount. Outside the capital, pilot “Libreng Sakay” programs are being launched in Cebu and Davao using modern jeepneys and buses, with more routes to be opened in the coming months.
Transportation Secretary Vince Dizon said the program also aims to make commuting easier for students. “Kung ikaw ay estudyante, pupunta ka sa kahit anong station, papakita mo ang iyong ID at right then and there ipiprint ang inyong student beep card,” he said.
Starting September, students may apply for a special white Beep card at train stations to automatically avail of the discount. A valid school ID or enrollment form must be presented.
DepEd and DOTr will craft implementing guidelines and conduct an information drive. A commuter hotline (0920-964-3687) and official social media channels have also been set up for complaints if discounts are not honored.
“Isang konkretong hakbang ito upang maging mas magaan ang edukasyon para sa mga pamilyang Pilipino,” Angara said.
