MANILA — Senator Raffy Tulfo is set to file a measure institutionalizing random drug testing for incumbent elective and appointive officials to promote integrity and accountability in government.

Tulfo’s proposal comes after he and his entire Senate staff voluntarily underwent mandatory drug testing, which he said was meant to set an example within his office.

The senator explained that his measure takes into account the Supreme Court ruling in Social Justice Society (SJS) vs. Dangerous Drugs Board (G.R. No. 157870, November 3, 2008), which declared mandatory drug testing for election candidates unconstitutional.

To avoid conflict with jurisprudence, Tulfo said his proposed measure will exclude election candidates and instead cover only incumbent officials.

“Kung walang tinatago, walang dapat ikatakot. This is about protecting the integrity of our institutions and making sure our leaders are truly serving the people,” Tulfo said.
