MANILA — President Ferdinand R. Marcos Jr. has signed Executive Order (EO) 92 creating the Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR) to spearhead the government’s efforts in restoring and developing the Pasig River.

Under EO 92, issued on August 13, the new office will be headed by the Presidential Adviser for Pasig River Rehabilitation (PAPRR), who will be appointed by the President with the rank and emoluments of a Cabinet Secretary.

The OPAPRR is mandated to advise the President on policies, plans, and programs concerning the Pasig River, as well as to monitor, coordinate, and harmonize all government initiatives related to its rehabilitation. It is also tasked to work with local government units (LGUs), government-owned and -controlled corporations (GOCCs), and private sector representatives in implementing development projects.

Marcos has prioritized the rejuvenation of the heavily polluted waterway under the Pasig Bigyang Buhay Muli initiative, which aims to transform the 25-kilometer riverfront into a commercial and tourist hub with parks, bike lanes, pedestrian pathways, and commercial spaces.

The OPAPRR will also oversee the enforcement of presidential directives concerning the rehabilitation, development, and restoration of Pasig River banks and its water system.
