
MANILA — The Department of Public Works and Highways (DPWH) has temporarily suspended the processing of applications for authority to travel abroad for personal reasons, effective immediately until the end of November 2025.
In a memorandum dated August 29, DPWH Secretary Manuel M. Bonoan said the suspension is part of the agency’s commitment to “transparency, accountability, and public service integrity” amid the ongoing validation of DPWH projects.
“Approval of all applications for Authority to Travel Abroad for Personal Reasons are hereby temporarily suspended except for Personal travel for urgent medical reasons,” the order read.
The directive will remain in effect until November 2025 unless circumstances warrant an earlier lifting or a further extension.
Bonoan explained the move is consistent with the Civil Service Commission’s Omnibus Rules on Leave, which state that vacation leave is subject to the exigencies of service, and that foreign travel authority for personal reasons is discretionary and not automatic.
“The agency has the authority to regulate foreign travel of its employees where public interest, operational requirements, or administrative concerns warrant it,” the memorandum added.
