
MANILA—The Land Transportation Office (LTO) has summoned the registered owner of a sports utility vehicle seen in a viral video making an obscene hand gesture at a fellow motorist, following President Ferdinand “Bongbong” R. Marcos Jr.’s directive to pursue erring drivers.
LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II said the registered owner, from Quezon City, has been issued a show-cause order to determine whether he was driving the vehicle at the time of the incident.
In the video circulating on Facebook, the SUV was seen counter-flowing on a solid double yellow lane. The driver became enraged after another motorist allegedly blocked his path, confronted the motorists, made a bad hand gesture, and threatened to exit the vehicle.
LTO investigators identified the vehicle owner through the license plate seen in the video.
“Verification from the LTO database disclosed that the motor vehicle was last registered on February 22, 2022, and has since not been renewed in violation of the compulsory registration requirement under Section 5 of Republic Act No. 4136,” Mendoza said.
In the show-cause order signed by LTO Intelligence and Investigation Division chief Renante Melitante, the owner was asked to explain why he should not be penalized for expired registration, reckless driving, disregarding traffic signs, obstruction of traffic, and being an improper person to operate a motor vehicle.
Melitante said the SUV, a Mitsubishi Montero with Plate No. NFG9505, has been placed under alarm.
Once the driver’s identity is confirmed, Mendoza said the driver’s license will be suspended for 90 days.
