
MANILA — The Department of Public Works and Highways (DPWH) has asked the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against its officials and private contractors allegedly involved in ghost and substandard flood control projects.
In a letter dated September 2, 2025, DPWH Secretary Vince Dizon told Justice Secretary Jesus Crispin Remulla that the request was made “in compliance to the directive of the President.”
“An investigation is being conducted on several DPWH officials and key officers of construction companies allegedly involved in ghost projects and/or substandard construction of flood control projects,” Dizon wrote.
He stressed that the “timely issuance of an ILBO is of utmost necessity” to allow ongoing investigations to proceed without delay and to ensure accountability.
The DPWH also asked the Bureau of Immigration to immediately inform the department and law enforcement agencies of any travel plans of the individuals covered by the order.
