MANILA — The Department of Public Works and Highways (DPWH) has found Engineer Henry C. Alcantara, former District Engineer of the Bulacan 1st District Engineering Office, guilty of administrative charges over his involvement in anomalous infrastructure projects in the province.

In a seven-page decision, DPWH Secretary Vivencio B. Dizon said Alcantara was found liable for disloyalty to the Republic and the Filipino people, grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service, citing provisions under the 2025 Rules on Administrative Cases in the Civil Service.

“This is a warning to officials and personnel of the DPWH who are responsible for ghost and substandard projects. As the President said, we will not allow the corrupt in government to go unpunished,” Dizon stressed.

The DPWH chief added that his office will recommend the filing of criminal charges against Alcantara and other individuals involved to ensure accountability.

Dizon earlier identified three more officials from the Bulacan 1st District Engineering Office as next in line to face administrative and criminal cases: former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Engineer Jaypee Mendoza, and Accountant III Juanito Mendoza.
