MANILA — The National Bureau of Investigation (NBI) has filed additional criminal and administrative charges against Guo Hua Ping, also known as Alice Leal Guo, and 22 other officials of the Bamban, Tarlac local government before the Office of the Ombudsman.

The charges were filed following a directive by NBI Director Judge Jaime B. Santiago (Ret.) to “dig deeper in the Alice Guo case.” The 23 officials, including Jose Antonio Feliciano, William P. Cura, Leonardo C. Anunciacion, Johnny M. Sales, and Ernesto M. Salting, face violations of Section 3(e) and 3(g) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) and possession of prohibited interest under Article 216 of the Revised Penal Code. They were also administratively charged for gross misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.

Additionally, officers and incorporators of BAOFU Land Development, Inc., Hongsheng Gaming Technology Inc., and Zun Yuan Technology Inc. were included in the charges.

The NBI investigation cited several irregularities, including:

  • The reclassification of a 79,146-square-meter agricultural land in Anupul, Bamban into commercial/residential use in 2019 without proper hearings or agency clearances.
  • Massive construction in the BAOFU Compound without full conversion clearance, which later became a scam hub.
  • Failure to pay proper real property taxes, with only Php10,000 paid from 2019 to 2024 on developments valued at about Php3.9 billion.
  • Approval of resolutions favoring Hongsheng and Zun Yuan without supporting documents or proper deliberation, with the corporations found operating large-scale human trafficking and online fraud schemes.

Director Santiago praised the NBI-Task Force Guo for uncovering key evidence leading to the additional charges.
