MANILA – Senator Francis “Kiko” Pangilinan raised doubts over the possible inclusion of contractors Sarah and Curlee Discaya in the government’s Witness Protection Program (WPP), citing inconsistencies in their testimonies on anomalous flood control projects.

During the Senate Blue Ribbon Committee hearing, Curlee refused to answer Pangilinan’s question about contracts their companies entered into with the government from 2016 to 2022, despite earlier providing details on projects from 2022 to the present.

“Anyway, Mr. Chairman, mukhang hindi na naman nagsasabi ng katotohanan at selective kaya nga pinag-aaralan ni Senate President kung bakit irerekomenda yung pagiging state witness eh mukhang hindi consistent at paiba-iba,” Pangilinan said.

The senator added that the committee’s contempt order against Curlee for lying about his wife’s absence from the hearing might compel him to “tell the whole truth and nothing but the truth.”

The Discayas, who are at the center of Senate and House investigations into the multi-billion peso flood control scandal, are seeking protection under the WPP.

Pangilinan, however, reiterated his opposition, urging the couple to give a full and accurate account of their involvement. He also called on the Department of Justice (DOJ) to rigorously vet their statements and evidence to preserve the integrity of the probe.
