MANILA — The Bureau of Immigration (BI) has arrested two foreign fugitives in separate operations in Las Piñas and Parañaque, the agency announced Sunday.

The BI’s Fugitive Search Unit (FSU), working with local and international law enforcement agencies, apprehended American national Donald David Hill, 66, in Las Piñas on September 19. Authorities said Hill had been reported by the City Social Welfare and Development Office for multiple incidents, including possession of a concealed weapon, refusal to comply with shelter rules, and allegedly taking inappropriate photos of minors.

Initial checks showed Hill had been in the Philippines since 2007 without securing any visa extensions, making him an overstaying alien.

In a separate operation on September 20, FSU agents, together with the Criminal Investigation and Detection Group–NCR and South Korean authorities, arrested Korean national Kim Miri, 41, in Parañaque City.

Kim is subject to an Interpol Red Notice for large-scale financial fraud and money laundering in South Korea. She allegedly managed an investment scam that defrauded victims of more than KRW 1 billion (around ₱42 million) since 2020. Records show she has been on the BI’s blacklist since June 2022.

Both fugitives are facing deportation proceedings, the BI said.

BI Commissioner Joel Anthony Viado commended the operations, saying the bureau “will not allow international criminals to exploit our country and its people.”

“We will continue working with our law enforcement and foreign counterparts to ensure that those hiding from justice are caught and deported,” Viado added.
