MANILA – The Department of Public Works and Highways (DPWH) has directed all building officials and city and municipal engineers to immediately conduct inspections and structural evaluations of buildings and structures affected by the magnitude 6.9 earthquake that struck Bogo City, Cebu, on September 30, 2025.

In Memorandum Circular No. 04, series of 2025, DPWH Secretary Vivencio B. Dizon instructed officials to carry out rapid assessment, inspection, verification, and structural evaluation within their jurisdictions in coordination with stakeholders and government agencies.

Officials are required to submit a comprehensive and detailed report within 15 days from the issuance of the memorandum. The report must include the description and location of damaged buildings, their condition and extent of damage, compliance with the National Building Code Development Office (NBCDO) regulations, and recommended actions or corrective measures.

The DPWH also ordered the submission of an updated list of compliance with NBCDO Memorandum Circular No. 1, series of 2015, and compliance with the Earthquake Recording Instrument requirement under NBCDO MC No. 3, series of 2011.

Dizon further directed building officials to take specific actions on individual cases affecting buildings and to coordinate with government agencies to expedite permits necessary for repair and corrective works.
