
MANILA — The Land Transportation Office (LTO) announced that the use of improvised and temporary plates will be prohibited beginning November 1, 2025.
LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II, said there is no more justification for motorists to use either improvised or temporary plates since the backlog of license plates for both four-wheel vehicles and motorcycles has already been addressed.
“Kaya sa hindi pa nakukuha ang kanilang mga plaka, we advise them to do so in order to avoid any inconvenience with regard to the strict implementation of this policy. Let us take advantage of the entire month of October to do so,” Mendoza said, noting that the directive is in line with President Ferdinand “Bongbong” R. Marcos Jr.’s instruction to resolve all plate-related concerns.
Once the policy takes effect, LTO enforcers and deputized personnel will be directed to apprehend violators under Joint Administrative Order 2014-001 and other existing traffic regulations. Penalties include a ₱5,000 fine and confiscation of temporary or improvised plates.
Mendoza added that motor vehicles with improvised or temporary plates will not be accepted for registration renewal.
However, the use of improvised plates will be permitted if an authorization is issued by the LTO office that processed the duplicate plate request. These plates must display the assigned plate number of the vehicle along with the words “Improvised Plate” below it.
According to Mendoza, the strict policy is reinforced by the agency’s ongoing nationwide distribution of license plates and the program ensuring that both the official receipt/certificate of registration and license plates are made available upon the release of newly purchased motor vehicles.
