
MANILA – Agents of the National Bureau of Investigation-National Capital Region (NBI-NCR) arrested two foreign nationals in Pasay City on September 15, 2025, for illegal detention.
The operation followed a complaint against “alias Boss Yong” and others for allegedly detaining a man identified as Mr. Yi in a condominium hotel. The complainant submitted a sworn statement, screenshots of distress messages, photos, and the victim’s location.
Investigators learned that the victim applied for an IT analyst position through Telegram in August 2025 but later discovered the employers’ activities were illegal. When he tried to resign, he was threatened with death if he attempted to leave.
On September 15, NBI agents traced the victim to the third floor of a building on Cuneta Avenue, Pasay City. After coordinating with local police and the Department of Justice, the operatives entered Room 311, where the victim was being held. The victim immediately identified his captors as Do Yang Zhe, also known as Ouyang Zhe, and Hu Yong.
The suspects were arrested, informed of their rights, and brought to the NBI-NCR office for standard procedures before being presented for inquest proceedings before the Pasay City Prosecution Office for illegal detention under Article 267 of the Revised Penal Code.
