
MANILA – The Commission on Elections (Comelec) will start printing more than 90 million ballots on Monday for the November 2, 2026 Barangay and Sangguniang Kabataan (SK) Elections, the poll body announced.
The printing will begin at 1 p.m. at the National Printing Office (NPO) in Quezon City and will cover both official ballots and accountable forms for the synchronized village and youth elections, according to a Comelec news release.
“It is the first time in the history of the Comelec and NPO that we will print more than 90 million ballots. This is the first time we are printing these many ballots,” Comelec Chair George Garcia said.
The total includes 69 million ballots for barangay elections and 23 million for SK elections. Garcia explained that printing more than a year before election day allows adequate preparation and ensures time to address any technical or logistical issues that may arise.
“We want to make sure that if there will be any problems, at least our printing, including verification, will be completed as soon as possible,” he said.
With voter registration resuming on October 20 and running until May 18, 2026, Garcia said total ballots could potentially reach 95 million.
The rescheduling of the elections follows President Ferdinand R. Marcos Jr.’s signing of Republic Act No. 12232 in August, which moved the original December 1, 2025 BSKE to the first Monday of November 2026. This allows the Comelec to focus on the first-ever Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections, which were also rescheduled to March 31, 2026 after the Supreme Court declared Bangsamoro Autonomy Act Nos. 58 and 77 unconstitutional.
