MANILA – Marikina City 1st District Rep. Marcelino Teodoro filed a perjury complaint against two female members of the Philippine National Police (PNP) who earlier accused him of acts of lasciviousness and sexual assault.

Teodoro, who filed the complaint before the Manila Prosecutor’s Office, said the allegations lodged before the Department of Justice (DOJ) last month were baseless and politically motivated.

Matatag ang loob kong makakamit ko ang hustisya at mababasura ang mga imbentong reklamong ito. Pero kailangan managot ang mga nagsisinungaling (I am confident that I will get justice and have these fabricated complaints dismissed. But those who lie must be held responsible),” Teodoro said.

“The justice system should never be used as a weapon by those with malicious intent to destroy the innocent. Tigilan na ang maduming politika (Stop dirty politics). It’s heartbreaking that we’ve come to a point where ambition prevails over truth and decency, where some people no longer fear God, only losing power,” he added.

Teodoro’s legal counsel, Atty. Alma Mallonga, said the accusations were “clearly fabricated,” noting that the complainants admitted no force or intimidation was ever used.

“They were not threatened. They were not harmed. Cong. Marcy had no weapons,” Mallonga said. “But the complainants always carried a service gun, tucked inside their pants. The claim of rape is baffling and incredible under these circumstances. The complaints should be dismissed … False claims of rape harm everyone, especially women who are true victims of the crime.”

Mallonga also said witnesses testified that Teodoro was never alone with the complainants and had no opportunity to commit the alleged crimes.

Under Republic Act 11594, perjury is punishable by prisión mayor in its minimum to medium period (six to 10 years). If the offender is a public officer or employee, the penalty is raised to 10 to 12 years, along with a fine of up to PHP1 million and perpetual disqualification from public office.

Mallonga added that the two police officers continued reporting for duty even after the supposed incidents.

“They continued to report for work, happily interacting with their co-workers, even on the very same days they claim to have been abused,” she said.

Earlier, the Marikina City Police Office said the two complainants were reassigned to Camp Crame in Quezon City for their safety.
