MANILA – The National Bureau of Investigation–Ilocos Regional Office (NBI-IRO) arrested three individuals in La Union for their alleged involvement in the prostitution of minors.

The suspects were identified as Robert Zhien Cu, also known as “Warren” or “Warren Cruz,” and Vanessa Ballientos Bernaldo, also known as “Vhanz.” They were apprehended for violating Section (a) of Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended by R.A. No. 10364; and Section 10 (a) of R.A. No. 7610 (Child Abuse Law), in relation to R.A. No. 10175 (Cybercrime Prevention Act of 2012).

The operation, led by NBI Director Judge Jaime B. Santiago (Ret.), was launched after a non-governmental organization reported online trafficking activities in San Fernando City, La Union, allegedly facilitated by Cu. Investigators said Cu used social media to offer minor females and males for sexual services in exchange for ₱3,000 to ₱4,000 per victim.

Online surveillance confirmed Cu’s involvement, prompting NBI agents to pose as clients and arrange a meeting with him. During the entrapment, Cu introduced two female companions to provide sexual services. He later introduced Bernaldo, who helped recruit male minors for supposed foreign clients.

On October 9, 2025, agents conducted a follow-up operation at a resort in Bauang, La Union, where Cu arrived with several minors. Sensing the entrapment, Cu fled but was later arrested in a motel in San Fernando City after a hot pursuit. Bernaldo was also arrested at the scene while attempting to escape.

Bernaldo admitted her role in the prostitution ring and identified her contact, known as “Jepot,” who allegedly recruited male minors from Baseco, Tondo, Manila. “Jepot,” who was later found to be a minor, was turned over to the City Social Welfare and Development Office.

In total, authorities rescued 26 victims, including 18 adult females, four female minors, one adult male, and three male minors.
