MANILA – Contractor couple Pacifico “Curlee” Discaya and Cezarah Rowena “Sarah” Discaya have withdrawn their cooperation in the ongoing investigation of anomalous flood control projects being conducted by the Independent Commission for Infrastructure (ICI).

ICI executive director Brian Keith Hosaka confirmed the couple’s decision during a press briefing on Wednesday.

“Basically, they (Discayas) explained that they were thinking that when they cooperate before the ICI, they will be getting a favorable recommendation from the commission as state witness[es],” Hosaka said.

“They are now saying they will no longer appear before the commission and cooperate,” he added.

Hosaka said that while the couple has been attending proceedings at the Department of Justice (DOJ) when summoned, they have yet to disclose key information vital to the prosecution’s case.

The Discayas also have not returned portions of the earnings they obtained from the questioned contracts, one of the non-negotiable requirements for potential state witnesses.

Last week, separate tax evasion charges were filed against the couple before the DOJ. (PNA)
