MANILA – The National Bureau of Investigation (NBI) has intensified its campaign against threats to public safety, resulting in the arrest of a 21-year-old woman in Angeles City, Pampanga, for allegedly posting bomb threats on social media.

Agents from the NBI-Central Luzon Regional Office (NBI-CELRO) apprehended Sheila Gonzales y Apricano in a hot pursuit operation for violating Presidential Decree No. 1727, or the Bomb Prank Law.

The local government of Barangay Pandan, Angeles City, sought the assistance of the NBI after several bomb threats were made against schools and universities in Pampanga. The threats were circulated through social media and the internet, but investigators later determined they were hoaxes, with no actual explosives found.

Following a cyber-investigation, NBI-CELRO agents traced the fake social media account behind the bomb threats to Gonzales, who was identified as a delinquent high school student from Angeles City.

On October 13, 2025, NBI-CELRO agents, assisted by Barangay Pandan officials, arrested Gonzales at her residence. Authorities seized her mobile phone, which, after an on-site digital forensic examination, was found to have the fake social media account linked to the bomb threats logged in and active.

Gonzales was later presented for inquest proceedings for violation of the Bomb Prank Law.

NBI Director Judge Jaime B. Santiago commended the agents of NBI-CELRO for their swift action and reiterated the agency’s dedication to maintaining public safety.

“The NBI, as a vanguard in upholding peace and order, will remain committed to addressing public safety issues,” Santiago said.
