
MANILA – Former Senator Antonio Trillanes IV has filed plunder and other criminal complaints against former President Rodrigo Duterte and Senator Bong Go over the alleged diversion of nearly P7 billion worth of government infrastructure projects to companies linked to Go’s family.
Trillanes filed the complaints before the Office of the Ombudsman on Tuesday morning, also naming two of Go’s relatives as respondents.
In his 35-page complaint, Trillanes accused Duterte and Go of violating the Plunder Law (Republic Act 7080), the Anti-Graft and Corrupt Practices Act (Republic Act 3019), and the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act 6713).
He alleged that two construction firms—CLTG Builders, owned by Go’s father, and Alfrego Builders, owned by Go’s brother—received around P6.95 billion worth of government projects from 2016 up to the present, mostly in the Davao Region.
Trillanes said the alleged irregularities date back to Duterte’s time as Davao City mayor and continued through his presidency.
He also claimed that P816 million worth of contracts were awarded through a joint venture between CLTG Builders and St. Gerrard Construction, a firm whose owners have been implicated in flood-control project anomalies.
Citing Commission on Audit (COA) data, Trillanes said CLTG Builders obtained 125 projects from the Department of Public Works and Highways (DPWH) between March 2007 and May 2018, including projects under the Duterte administration’s “Build, Build, Build” program. COA records reportedly showed that in 2017 alone, CLTG Builders secured 27 projects worth P3.2 billion.
Meanwhile, Alfrego Builders & Supply allegedly bagged 59 public works projects in the Davao Region between June 2007 and July 2018, amounting to P1.74 billion, with P1.3 billion worth of projects awarded in 2018 alone.
Trillanes further claimed that Alfrego Builders recently won five flood-control projects in Davao del Sur worth P327.2 million, all reportedly completed between August 2023 and November 2024.
The listed projects include:
- Construction of concrete revetment along Talomo River (Balite Section), Calinan District, Davao City – P86.5 million
- Construction of concrete revetment along Talomo River (Los Amigos Section), Davao City – P48.8 million
- Construction of concrete revetment along Davao River (Pangyan Section), Davao City – P96.5 million
- Construction of concrete revetment along Talomo River (Los Amigos Section, Sta. 0 + 000 – Sta. 0 + 500), Davao City – P47.6 million
- Construction of concrete revetment along Talomo River (Balite Section, Sta. 0 + 000 – Sta. 0 + 500), Davao City – P7.7 million
Trillanes said the details of these projects were obtained from the “Isumbong sa Pangulo” government website.
