MANILA – Speaker Faustino “Bojie” Dy III on Sunday lauded President Ferdinand R. Marcos Jr. for his “compassion and decisive leadership” following the signing of Executive Orders (EOs) Nos. 100 and 101, which set a floor price for palay and strengthen direct government procurement from farmers and fisherfolk.

Dy said the twin measures show the President’s commitment to protecting the livelihoods of those who “feed the nation” and to restoring their dignity through just compensation and fair opportunities.

“Muling pinatunayan ni Pangulong Marcos na may tunay siyang malasakit sa ating mga magsasaka. Sa pamamagitan ng EO 100 at EO 101, pinangangalagaan niya ang kanilang kabuhayan, pinatitibay ang seguridad sa pagkain, at binibigyan ng katarungan ang mga matagal nang nagsasakripisyo sa bukid at sa dagat,” Dy said.

Under EO 100, the government sets a fair and just floor price for palay, protecting farmers from unreasonably low buying prices that often occur during harvest season. Dy said the measure would help stabilize the market, improve farmers’ incomes, and strengthen national food security.

“Sa EO 100, may tiyak na halaga sa bawat butil ng palay at may katiyakan sa kanilang pinagpaguran. Ito ang tunay na ginhawa at hustisya para sa kanila,” he added.

Meanwhile, EO 101 directs all national and local government agencies to procure directly from accredited farmers’ and fisherfolk cooperatives and enterprises, reinforcing the Sagip Saka Act and ensuring that profits go straight to producers.

“Ang EO 101 ay nagbibigay ng bagong pag-asa sa mga nasa likod ng ating pagkain. Wala nang paligoy-ligoy at walang namamagitan. Ang kita, diretso na sa bulsa ng mga magsasaka at mangingisda,” Dy said.

Dy also revealed that prior to the issuance of the EOs, he had met with Agriculture Secretary Francisco Tiu Laurel Jr.and Sen. Kiko Pangilinan to discuss the policy proposals adopted in the new directives. He thanked the Department of Agriculture for its continued support in addressing long-standing concerns in the agriculture sector.

The Speaker assured that the House of Representatives remains committed to supporting the administration’s agricultural reforms, noting that several LEDAC-priority bills, including the Rice Industry and Consumer Empowerment (RICE) Act, align with the President’s initiatives.

Dy said the House will closely monitor the implementation of EOs 100 and 101 to ensure that these measures truly uplift farmers and fisherfolk across the country.

“Sa Bagong Pilipinas, ang magsasaka at mangingisda ay hindi lang tagapagbigay ng pagkain, sila ay haligi ng pag-unlad. Kung nais nating maging matatag ang ating ekonomiya, kailangang patatagin muna natin ang mga haliging ito,” he said.
