
MANILA — The Land Transportation Office (LTO) has ordered a 90-day suspension of the driver’s license of a Toyota Hilux driver who rammed into a motorcycle in Tuguegarao City, Cagayan, leaving the rider and his passenger pinned under the vehicle.
LTO Chief Assistant Secretary Markus V. Lacanilao issued the suspension following the directive of Department of Transportation (DOTr) Acting Secretary Giovanni Z. Lopez, in line with President Ferdinand Marcos Jr.’s order to hold erring drivers accountable for endangering lives on the road.
The incident occurred on November 2, 2025, along the national highway past Buntun Bridge in Tuguegarao City.
In addition to the 90-day preventive suspension, the LTO also issued a Show Cause Order (SCO) against the registered owner of the Toyota Hilux with plate number CAE 9448, directing them to attend a hearing and explain why they should not face charges for reckless driving and possible license revocation “for being an improper person to operate a motor vehicle.”
The agency warned that failure of the driver and vehicle owner to attend the scheduled hearing or submit a verified or sworn explanation would be considered a waiver of their right to be heard. The LTO said it will then decide the case based on the available evidence.
