
MANILA — The Department of Public Works and Highways (DPWH) has filed two additional cases before the Philippine Competition Commission (PCC) to initiate a preliminary inquiry into alleged bid-rigging and bid manipulation involving three contract IDs in Davao Occidental and La Union.
Public Works Secretary Vince Dizon said the move is part of the Marcos administration’s continuing effort to hold accountable former DPWH officials and contractors found to have abused government projects.
“Ang sabi ng Pangulo, dapat managot kung sino ang managot at mapakulong itong mga taong ito at siguruhing maibalik ang pera na ninakaw sa taumbayan. Hanggat may ebidensya tayong nakakalap, tuloy-tuloy lang tayo sa pagrerekomenda ng reklamo,” Dizon said.
The complaints were filed against St. Timothy Construction Corporation, Silverwolves Construction Corporation, and several officials and employees of the DPWH Davao Occidental and La Union 2nd District Engineering Offices. The cases involve alleged ghost and substandard flood control projects in Culaman, Jose Abad Santos, Davao Occidental, and Bauang, La Union.
According to Dizon, a total of 15 contracts have so far been endorsed to the PCC, with estimated penalties reaching ₱3.13 billion if the parties are found guilty under Section 14, Chapter III of the Philippine Competition Act.
The secretary added that the latest cases could result in the recovery of about ₱500 million in public funds.
Meanwhile, the complaints Dizon filed before the Office of the Ombudsman on October 23, 2025, against 20 accredited and licensed DPWH officials have been forwarded to the Philippine Regulatory Commission (PRC) for investigation and possible administrative and criminal charges.
The DPWH chief reiterated that the department will continue to pursue all legal remedies to ensure accountability and return the stolen funds to the Filipino people.
