
MANILA — The Department of Justice (DOJ) has moved the first preliminary investigation hearing into alleged ghost flood control projects in Bulacan to Friday, November 14, 2025, from its original schedule on Monday.
DOJ spokesperson Polo Martinez said the rescheduling was due to the suspension of work in government offices caused by Super Typhoon Uwan. The respondents are set to receive copies of the complaints during the hearing.
Those facing charges include former and current officials of the Department of Public Works and Highways (DPWH), such as former district engineer Henry Alcantara; assistant district engineers Brice Ericson Hernandez and Jaypee Mendoza; project engineers Arjay Domasig and Nino Lawrence Morales; finance section chief Juanito Mendoza; administrative section chief Floralyn Simbulan; and cashier Christina Mae Pineda. Also named was Sally Santos, representing Syms Construction.
The preliminary inquiry will cover charges of malversation through falsification of public documents under Articles 217 and 171 of the Revised Penal Code (RPC), perjury under Article 183 of the RPC, and graft under Section 3(e) of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act.
The DOJ emphasized that the investigation will proceed once government operations normalize following the typhoon, underscoring the agency’s commitment to holding public officials accountable for alleged corruption in infrastructure projects.
