MANILA — The Metro Manila Council (MMC) expressed full support for Oplan Kontra Baha, the Marcos administration’s campaign to clean and dredge waterways across the capital region in a bid to reduce flooding by up to 60 percent.

President Ferdinand Marcos Jr. launched the initiative earlier in the day, emphasizing a whole-of-nation approach to address persistent flooding in Metro Manila.

MMC President and San Juan City Mayor Francis Zamora said the campaign unites the national government, local governments, and the private sector in a sustained effort to improve flood management.

“Through this whole-of-nation approach—uniting the national government, local governments, and the private sector to address flooding in Metro Manila—we are confident the situation will improve significantly,” Zamora said in a statement.

He said rivers, creeks, and other waterways will be dredged and cleaned as part of the coordinated campaign benefiting millions of Metro Manila residents.

Zamora also noted that San Miguel Corporation President Ramon Ang and Metro Pacific Investments Corporation Chairperson Manny Pangilinan have pledged logistical and technical support for the initiative.

Oplan Kontra Baha involves close coordination among the Department of Public Works and Highways (DPWH), the Metropolitan Manila Development Authority (MMDA), and local government units.

The MMC, which serves as the MMDA’s policy-making body, vowed to align city-level programs with the project’s objectives to ensure a long-term solution to urban flooding.
