
MANILA — The fuel surcharge for airline tickets will remain at Level 4 for the fifth straight month in December, the Civil Aeronautics Board (CAB) announced.
Under Level 4, the fuel surcharge for domestic flights ranges from PHP117 to PHP342, while for international flights, it ranges from PHP385.70 to PHP2,867.82, depending on the distance.
CAB Executive Director Carmelo Arcilla said in an advisory dated November 17, 2025, that airlines wishing to collect the fuel surcharge must file their application with the CAB on or before the date of effectivity.
Fuel surcharge is an additional fee airlines may charge on top of the base fare to cover costs arising from fluctuations in fuel prices. The conversion rate used is USD1 to PHP58.47.
This year, the CAB initially raised the fuel surcharge to Level 5 in March, before lowering it to Level 4 in April and Level 3 in June. At Level 3, domestic surcharges ranged from PHP83 to PHP300, while international rates ranged from PHP273.36 to PHP2,032.54. (PNA)
