
MANILA — The Philippine National Police (PNP) said that 15,097 personnel will be deployed to secure the “Trillion Peso March” anti-corruption rallies scheduled for Nov. 30.
In a press briefing at Camp Crame, PNP information chief Brig. Gen. Randulf Tuaño said the National Capital Region Police Office (NCRPO) will provide 8,805 officers, while the remaining 6,292 personnel will come from the Special Action Force and Police Regional Offices in Ilocos Region, Central Luzon, Calabarzon, and the Cordillera Administrative Region.
Specific deployments include 973 officers at the People Power Monument and 893 at the nearby EDSA Shrine, as well as multiple locations around Malacañang, including Mendiola, Ayala Bridge, Legarda Street, and other key intersections. Police will also be positioned at the House of Representatives, Senate, and the Independent Commission for Infrastructure office.
“Kung mapapansin niyo yung deployment natin ay napakarami, aabot ng 15,000 plus… Ito yung mga hindi na nangangailangan ng permit na kinakailangan automatic sa deployment namin,” Tuaño said, noting that freedom parks automatically receive police presence during rallies.
Rally organizers have secured a permit for White Plains Avenue near the People Power Monument in Quezon City, from 6 a.m. to 6 p.m., and a memorandum of understanding with the local government and the United People’s Initiative, a group of retired military and police officers, ensuring that no seditious statements will be made.
Specialized units will be on standby in response to violent incidents during the first Trillion Peso March on Sept. 21. These include negotiation and monitoring teams, medical teams, arresting officers, and legal and investigation personnel.
“This time, mas marami yung mga arresting officers natin para makapag-concentrate sila sa trabaho nila as CDM,” Tuaño said.
Metro Manila police are currently on heightened alert, with a full alert status set for Nov. 28, requiring all personnel to report for duty. NCRPO chief Maj. Gen. Anthony Aberin said the deployed force will be adjusted based on crowd dynamics and real-time assessments, with rapid reinforcement capabilities strengthened.
“Police presence is not meant to suppress the rally but to protect the safety of participants, commuters, and bystanders,” Aberin said.
The PNP also activated joint security planning with the Quezon City Department of Public Order and Safety, the Metro Manila Development Authority, and other agencies. CCTV monitoring and intensified social media tracking will guide on-ground operations.
The police reminded the public that acts of rebellion, insurrection, sedition, or incitement that could lead to disorder or undermine lawful assembly remain prohibited under Batas Pambansa 880 and the Revised Penal Code.
