MANILA—Former Department of Public Works and Highways (DPWH) Secretary Rogelio “Babes” Singson has resigned as a commissioner of the Independent Commission on Infrastructure (ICI), its chairperson Andres Reyes Jr. announced Wednesday.

Reyes said Singson’s resignation will take effect on December 15 but “could be extended” until December 31.

“He mentioned the very intense and stressful ICI work has been taking its toll on his aging body,” Reyes said. Singson is 77 years old.

The ICI chair added that there is no information yet regarding Singson’s replacement and that the commission is awaiting Malacañang’s acceptance of the resignation.

Singson, who served as DPWH secretary from 2010 to 2016 under former President Benigno “Noynoy” Aquino III, was among the three members—alongside Reyes and Rossana Fajardo—handpicked by President Ferdinand Marcos Jr. to investigate anomalous flood control projects.

Created in September through an executive order, the ICI has subpoena powers and can compel entities to provide contracts, bank documents, and other relevant records. The commission is mandated to “hear, investigate, receive, gather, and evaluate evidence, intelligence reports, and information” related to irregularities, misuse of funds, and other anomalies in the planning, financing, and implementation of government flood control and infrastructure projects nationwide.

Malacañang has not yet issued a comment on Singson’s resignation.
