
MANILA — Dismissed Bamban, Tarlac Mayor Alice Leal Guo, also known as “Guo Hua Ping,” along with two female co-accused, was formally received at the Correctional Institution for Women (CIW) in Mandaluyong.
Guo, Rachelle Joan Malonzo Carreon, and Jaimielyn Santos Cruz, all convicted of qualified human trafficking and sentenced to life imprisonment, were transferred from the Pasig City Jail Female Dormitory to the national penitentiary. They were formally turned over to CIW personnel at 10:48 PM.
The high-security admission process was conducted under the supervision of CIW Superintendent Marjorie Ann P. Sanidad. Upon arrival, the three women were escorted to the Reception and Diagnostic Center (RDC), the mandatory initial processing unit for all newly committed Persons Deprived of Liberty (PsDL) in the national prison system.
The quarantine period marks the start of a 60-day RDC assessment, which includes psychological, sociological, and vocational evaluations. The results will help classify their security status, with permanent assignments expected at the CIW’s Maximum Security Camp due to their life sentences.
The transfer from jail to the national penitentiary signifies the start of their sentences under the supervision of the Bureau of Corrections.
