MANILA — Manila City Mayor Francisco “Isko” Moreno Domagoso announced the release of more than P143 million in long-pending budget items for the city’s 896 barangays, addressing backlogs spanning over two years and activating new allocations under the 2025 budget.

The release covers the Barangay Clearance Share from January 2023 to September 2025, the 2025 Barangay Development Fund, and the 30-percent share of Real Property Tax (RPT) collections from July to November 2025.

Mayor Domagoso said the Barangay Clearance Share represents revenues barangays are legally entitled to under a city ordinance passed during his earlier term, aligning with the Anti-Red Tape Act and the Ease of Doing Business law.

Manila City Treasurer Atty. Paul Vega explained that the shift to a full online business permit system through Go Manila centralized collections, causing years-long accumulation that had not been remitted to barangays.

The Barangay Development Fund for 2025 is set at P12,000 per barangay and is intended to support basic operations and small-scale community programs.

Meanwhile, the release of the 30-percent RPT share, a Local Government Code-mandated entitlement, aims to ensure predictable revenue flows for barangays’ frontline services.

The City Treasurer’s Office said that combined releases across all six districts total more than P143 million as of October 30, 2025.
