
MANILA — The Department of Justice (DOJ) clarified that it has not received any copy of the supposed arrest warrant reportedly issued by the International Criminal Court (ICC) against Senator Ronald “Bato” dela Rosa.
“It would be premature and speculative at this point to discuss this issue as no certainty exists that a warrant is even forthcoming,” DOJ spokesperson Polo Martinez said in a message to reporters.
“The DOJ reiterates that it has not seen or received a copy of any alleged warrant. In any event, the DOJ will always act in accordance with both domestic and international law,” he added.
The clarification came after former presidential spokesperson Harry Roque claimed over the weekend that an ICC arrest warrant against dela Rosa—linked to alleged crimes against humanity committed during the Duterte administration’s anti-drug campaign—had already been issued.
Prosecutor General Richard Fadullon also cast doubt on Roque’s claim. “I don’t know what his basis is but we have not, to date, received or seen a copy of the same. I do doubt though that Harry Roque has a copy as well, as definitely, he will not be among those who will be furnished with it,” Fadullon said.
Roque’s claim follows an earlier remark from Ombudsman Jesus Crispin Remulla, who first disclosed that the ICC had issued a warrant against dela Rosa in connection with the Duterte administration’s Oplan Tokhang campaign, which left at least 6,000 people dead based on government data. Human rights groups estimate the death toll at around 30,000.
